VA Loan Eligibility • California and Florida

VA service eligibility and Certificate of Eligibility basics

Understand your path before you apply.
VA benefit eligibility starts with qualifying service or an eligible surviving-spouse path. A Certificate of Eligibility (COE) records benefit eligibility; it does not approve a mortgage. The lender must separately review finances, the property and applicable occupancy requirements.

Choose your starting question

Review service and COE questions without entering personal information.

Reviewing occupancy during a military move?

Coordinate reporting, income, signing, housing costs and the intended move-in date before committing to a closing calendar.

Service connection

Your service category starts the review.

Certificate of Eligibility

The COE (Certificate of Eligibility, the VA document showing your home-loan benefit eligibility) confirms entitlement (the VA benefit amount available to support a lender's loan guaranty) information.

Complete loan review

Credit, income, property and occupancy (how you use the home, such as living there as your main home) requirements apply.

VA (U.S. Department of Veterans Affairs) Eligibility Explained

Eligibility opens the door; it is not a loan approval.

VA loan eligibility begins with qualifying service or an eligible surviving-spouse path. A Certificate of Eligibility records the VA benefit eligibility information; it does not approve a loan. Credit, income, occupancy and the proposed property still require review. VA: eligibility and financing requirements.

Quick Answer

You may start before you have your COE.

American Veteran Mortgage can explain the process and help identify records needed for lender review.

Optional checklist. This checklist's selections are processed in your browser and are not submitted to AVM by the checklist. Embedded services have separate data practices. This is not an application or an eligibility, credit or property decision.

1. Which service connection best fits?
2. Will the home be a primary residence?
3. What is your goal?

No sensitive personal or financial data is requested.

Four common VA eligibility paths.

Service requirements vary. Records and current VA rules determine the path.

Path 1

Veterans

Length and character of service matter. Service records may be needed to establish the applicable category.

Path 2

Active-duty service members

Current service and required service duration are reviewed. Deployment can affect occupancy timing.
Path 3

National Guard or Reserve

Qualifying service may be established through service duration or certain activations.

Path 4

Eligible surviving spouses

Some surviving spouses may qualify. Marital status, cause of death and other conditions can apply.

Eligibility and your COE are different steps.

Need to get a COE?

The COE request guide covers VA’s request options and what to do after the record arrives.

Need to understand entitlement?

If a prior VA loan affects the entitlement shown on your COE, see how the available VA guaranty benefit works. The lender still reviews your finances and the specific home.

Four checks follow eligibility.

A lender must review the borrower, how you plan to use the home, property and program fit.

Finances

Credit, income, assets (money and other resources you own), debts and ability to repay are evaluated.

Occupancy

The home generally must satisfy main-home requirements.

Property

Value, condition and VA property requirements are reviewed.

Program

The purchase or refinance program must fit the borrower’s goal.

Three different checks, three different decisions.

Service record and COE

VA determines whether your service history or surviving-spouse status supports a COE. The COE also shows entitlement information; it does not set your loan amount. See how to request a COE.

Borrower and occupancy

The lender reviews credit, income, debts and the plan for using the home for the proposed loan. Ask which documents it needs before assuming that a COE means approval. Review financing requirements.

Specific property

Value, condition, insurance and any condominium review depend on the address and transaction. A VA appraisal (a professional estimate of the property’s value for the loan review) does not replace the buyer’s inspection. Understand the appraisal.

Do I need a COE before speaking with American Veteran Mortgage?

You can speak with American Veteran Mortgage before obtaining a Certificate of Eligibility (COE). Required VA benefit eligibility and entitlement verification must still occur for the proposed loan; a conversation does not establish approval.

No. It documents VA entitlement information. Approval requires a complete application and lender review. Read VA’s explanation

Using the VA benefit again may be possible, depending on available entitlement, restoration, borrower qualification, property requirements and lender approval.

Example: benefit eligibility is the first decision

Decision example: A borrower with a COE but uncertain income documentation should ask what the lender needs before assuming a purchase budget. A borrower without a COE can begin by requesting one online or through a lender; neither step promises loan approval.
